A) Dihimbau Kepada Seluruh Instansi Pemerintah atau Swasta dan Masyarakat Kota Untuk Waspada Terhadap Terjadinya Gangguan Keamanan Ketertiban Masyarakat (Kamtibmas)
1) Antisipasi Kejahatan yang bisa terjadi setiap saat Ketika Kesempatan Ada antara lain:
a) Kejahatan Jalanan: jambret, perampokan kendaraan bermotor, gendam baik di pertokoan maupun di atas kendaraan umum, penodongan;
b) Kejahatan Kantor atau Pertokoan: perampokan terhadap bank/ nasabah, perampokan terhadap Anjungan Tunai Mandiri (ATM) atau brankas, perampokan terhadap money changer, perampokan terhadap toko emas;
Polrestabes Surabaya melakukan kegiatan pencegahan terhadap maraknya pelaku kejahatan tersebut di atas dengan pola pengamanan terbuka dan tertutup sebagai berikut:
2) Pengamanan secara terbuka (Polisi berseragam):
a) Penjagaan di kantor pelayanan Bank Kota Surabaya;
b) Penjagaan di pegadaian;
c) Penjagaan di tempat money changer;
d) Penjagaan di toko emas;
e) Melakukan kegiatan cipta kondisi (pemeriksaan) di lokasi yang dianggap rawan terjadinya tindak kejahatan dengan prioritas sasaran senjata api, senjata tajam dan narkoba;
f) Melakukan penghimbauan baik secara langsung maupun tidak langsung;
3) Pengamanan tertutup (Polisi tidak berseragam):
a) Melakukan pengawasan di tempat atau lokasi kantor pelayanan bank, pegadaian, Anjungan Tunai Mandiri (ATM) atau brankas, money changer dan toko emas;
b) Melakukan pengawasan dilokasi pusat keramaian;
c) Melakukan pengawasan dilokasi yang dianggap rawan;
d) Melakukan patrol mobile diwilayah kota Surabaya;
4) Modus Operandi
a) Pelaku kejahatan mempelajari situasi ditempat yang menjadi sasaran pelaku kejahatan;
b) Pelaki kejahatan melayakan handphone (HP) ketika mengetahui nasabah atau masyarakat saat mengambil uang;
c) Pelaku kejahatan diluar kantor pelayanan mempergunakan helm teropong, berjaket dan duduk diatas sepeda motornya;
5) Masyarkat harus berbuat atau melakukan pencegahan agar tidak menjadi korban Kejahatan
a) Hindari mengambil uang di bank sendirian (dalam jumlah kecil) atau harus ada pendamping yang secara tepat mengamati situasi disekitar kita dan jika ada hal-hal yang mencurigakan berteriaklah atau telpon ke kantor polisi terdekat;
b) Hindari mengambil uang di Anjungan Tunai Mandiri (ATM) yang lokasinya sepi, lebih baik mengambil uang di Anjungan Tunai Mandiri (ATM) yang lokasinya strategis (tidak sepi);

B) Waspadai Kejahatan dengan Modus Hipnotis atau Gendam. Saat ini telah berkembang kejahatan dengan Modus Operandi Hipnotis atau gendam, memberdaya korban sehingga mengikuti semua permintaan atau perintah pelaku kejahatan;
1) Korban atau Sasaran Kejahatan Hipnotis atau Gendam:
Ø Kasir pusat perbelanjaan, super market atau pasar swalayan;
Ø Pengambilan uang di bank atau Anjungan Tunai Mandiri;
Ø Pemakai perhiasan yang menyolok atau berlebihan;
Ø Pengunjung pusat perbelanjaan atau mereka yang akan membeli perlengkapan persiapan Lebaran;
Polrestabes Surabaya melakukan kegiatan pencegahan terhadap maraknya pelaku kejahatan tersebut di atas dengan pola pengamanan sebagai pola pengamanan terbuka dan tertutub sebagai berikut:

Ø Pendirian pos-pos polisi pada tempat-tempat pusat kegiatan masyarakat, yaitu di pusat perbelanjaan, fasilitas umum dan tempat-tempat strategis yang banyak dikunjungi masyarakat;

3) Pengamanan tertutup oleh Polisi tidak berseragam:
Ø Melakukan penyusupan atau under cover bersama-sama pengunjung;
Ø Melakukan pengawasan dan pemantauan terhadap setiap kegiatan pengunjung;
Ø Melakukan pengintaian atau surveillance atas subyek yang dicurigai;
Ø Penempatan personil pada tempat-tempat rawan terjadinya kejahatan di Kota Surabaya;
4) Modus Operandi (Cara yang dilakukan oleh Penjahat):
Ø Berusaha mendekati melalui percakapan dengan cara pura-pura telah kenal atau sok akrab;
Ø Berpura-pura akan menolong karena korban terlihat mengalami kesulitan;
Ø Menawarkan suatu barang atau member hadiah;
5) Tindakan yang dapat dilakukan untuk menghindari:
Ø Jika sedang mengalami persoalan atau masalahsehingga pikiran tidak kosentrasi atau pikiran kosong dan suka melamun, jangan keluar rumah atau ke tempat umum atau public, karena pelaku kejahatan hipnotis atau gendam, keadaan seperti ini memudahkan hipnotis maupun gendam;
Ø Jangan mudah meenrima pemberian atau pertolonga orang yang tidak dikenal sebelumnya dengan memberikan minuman, makanan atau parfum karena hal tersebut merupakan salah satu cara pelaku melakukan hipnotis atau gendam;
C) Waspadai Kejahatan dengan Modus Menyewa Rumah Kosong. Pelaku kejahatan dalam menjalankan niatnya selalu menggunakan kelengahan atau mencari kesempatan yang masyarakat tidak memperkirakan jika sat itu telah terjadi kejahatan, salah satunya adalah pelaku menyewa rumah kosong di dekat kantor Bank, Koperasi, money changer, koperasi atau kantor perusahan yang di dalamnya tersimpan brankas atau uang, pada saat hari libur dari rumah yang disewa mereka melalui bawah tanah atau merusak dining masuk ke obyek sasaran.

Polrestabes Surabaya melakukan kegiatan pencegahan terhadap maraknya kejahatan tersebut diatas dengan pola pengamanan terbuka dan tertutub sebagai berikut:
2) Pengamanan secara Terbuka (Polisi berseragam):
Ø Penempatan pos polisi baik sementara maupun menetap pada lingkungan perkantoran;
Ø Melaksanakan patrol dengan kendaraan baik roda dua maupun roda empat pada tempat-tempat yang rawan;
Ø Melaksanakan patrol jalan kaki pada lingkungan perkantoran, kawasan pertokoan dan kawasan perbankan;
Ø Melaksanakan sambang dan control terhadap aparat Pam Swakarsa yang ada di perkantoran, kawasan pertokoan atau kantor-kantor;
Ø Melakukan pendataan terhadap rumah-rumah kosong yang berdampingan dengan obyek yang berpotensi terjadinya kejahatan ini;
3) Pengamanan tertutup oleh Polisi tidak berseragam: melakukan pemantauan dan pengawasan terhadap obyek-obyek yang menjadi sasaran kejahatan dengan penempatan personil secara menetap maupun sementara guna mengamati setiap perkembangan situasi termasuk aktifitas yang ada;
4) Masyarakat diharapkan mendukung kegiatan Polrestabes dalam mencegah dan menanggulangi kejahatan ini dengan melakukan:
Ø Pemasangan CCTV untuk memantau setiap peristiwa yang terjadi;
Ø Waspada terhadap orang yang tiba-tiba menyewa rumah atau kantor berdampingan dengan obyek sasaran, dalam waktu pendek dan tidak jelas penggunaannya serta terlihat sangat memerlukan;
Ø Berdayakan Pam Swakarsa yang ada dengan melakukan control secara rutin baik situasi maupun aktifitasnya;
Ø Melakukan pendataan terhadap rumah kosong yang ada disamping kantornya dan menginformasikan kepada aparat keamanan atau polisi terdekat guna pemantauan situasi maupun aktifitas yang ada;
D) Waspadai Kejahatan denga Modus copet atau Jambret. Menjelang Lebaran atau hari-hari besar kegiatan ekonomi dan transaksi keuangan meningkat karena masyarakat berusaha memenuhi kebutuhan guna menyambut hari bahagia tersebut bersama keluarga dengan sebaik-baiknya. Situasi tersebut ternyata dimanfaatkan pelaku kejahatan dengan modus jambret atau copet.

4) Modus Operandi

Ø Membawa uang secukupnya dan usahakan tidak menempatkan pada satu dompet;
Ø Jangan menggunakan perhiasan ketika berada ditempat umum;
Ø Jangan membawa barang berlebihan sehingga konsentrasi pada bawaan;
Ø Jika membawa tas yang berisi barang berharga, tempatkan di depan diri kita sehingga dapat terus terpantau;
Ø Jika menggunakan angkutan umum perhatikan orang-orang yang ada dalam kendaraan dan berusahalah mengenali ciri-cirinya;
Ø Menghindari tempat-tempat yang sepia tau rawan terjadinya kejahatan;
